This section provides an introduction to General Comment No. 15 of the UN Committee on Economic, Social and Cultural Rights, which confirms the right to water.

An explanation of the purpose of General Comments is provided, together with a synopsis of each of the main sections of General Comment No. 15 itself, which clarifies the content of the right to water and outlines States Parties’ obligations in relation to this right.

The final part looks at the status of General Comments, in the light of the refusal of some states to recognise the existence of a right to water.
